12:54 It's called making marriage and two parent families a basic social expectation and directing extreme stigma at anyone who doesn't adhere to this expectation. People worked this one out a few thousand years ago and it is seen across every successful civilization to have ever existed. It's telling that creating basic social stability and community order is now considered some sort of extremely difficult to solve problem. (because modern elites have decided that said expectation is "mean" or "oppressive" or something, despite themselves all adhering to it)
