  2. Its a human response thing. In a classroom lets say the teacher is a govt and students will be the people. If one student complains and was ignored then other students will have a stigma on the event which tells them if they complain they will get ignored too so naturally they would join the one complaining to form a bigger entity which cannot be ignored even if others are indirectly connected to the complaint objective.
