  4. Money or operator isnt the problem but its up to the leader whatever he decides to do with it. It is a tool that can start a war or a junk that will be disected into pieces. Local people are most likely to fight among themselves with their family, neighbor, clan, other town people, other religion, or other colleagues. Its a country full of violent people, an election alone can trigger division and war among their countrymen.
