  1. Its easy to say yes but the real problem is how fast the police respond. You are assuming when violence occurs theres a police officer already watching which in reality its far from it. If police didnt really see the act of violence then it will end up in a court involving a witness to testify. You cant just grab some guy and held him resposible of anyones injury.
