  1. The Gorbachev ---Reagan agreement at the end of the cold war, included, the promise that Nato would not spread it's membership to Russian border's. But when under Putin, he started to deliberately fake reasons for the smaller , former USSR countries, like Georgia etc, were picked like plums. Putin stated in public, that the loss of the Soviet Union was the worst day of his life, and he intended to recreate it, and changed their laws to enshure he was never voted off the throne. So, although N.A.T.O. was created as a wall of defence, against further Communist expansion, recent events make it look /sound like , more than that. BUT, It really is, as we have seen with new member's, hopefully a deterent.
