WHY ? because , the Bulkan war was still raging, and British planes had bombed the Capitol, hitting their TV broadcasting Studios, killing several staff, including their top, most popular news reader, a attractive young woman, like Jill. When this suggestion was put by many others, to British security, it was dissmissed by them as highly unlikely, as the Serbians hadn't the ability to introduce such professional groups into Britain, without their knowledge.
