  2. 12 million is a ludicrously generous amount. Hw many lives could that money help? It's not as though they are the direct victims, nor are the murders having to pay the money.

  4. @Richard R Of COURSE it matters. If the police act poorly, the citizens pay for cases like this. The fact that police wages are also paid by the citizens is not relevant. If I pay you to do a job, then you mess up, why should I then have to pay a massive fine for your incompetence? Are you really so stupid that you don't comprehend the fundamental unfairness of citizens having to pay the victims for their own oppression?
