Very sad, but if his epilepsy was so severe, should he have been left alone in the bath at all? 2 minutes is all it takes to drown, so hourly or every 10 minutes, it would still have been blind luck if he had his seizure within the window of supervision. The odds were against him. This country needs compassionate social services, and perhaps these people were extremely compassionate, and this was simply a dreadful miscalculation. We expect standards far higher of them than we often set for ourselves, but I support people having to depend upon such agencies for as little help as possible. All of that said, the parents appeared to want grovelling and repeated apologies. I suspect that no apology would have placated them.
