It's not a grey area at all. Home OWNERS get fined for having the wrong shade of grass in some neighbourhoods, and I'm not free to paint the outside of my house any colour I like. If this man's choice of decor is bringing the whole apartment into disrepute or worse still, danger AND it's in contravention of the terms he signed, he has to stop it or go. And like you said, he's a shitty tenant anyway. No question, kick him out.
