The martial law decree possibility of activation by the executive civilian branch of the government, is included in the democratic constitution of South Korea, and is a democratic decree that could be activated by the Executive branch (meaning the civilian President + government) of South Korea which is also supported by 49% of the population represented by the minority 49% of the members of the parliament. If that is not democracy, then what could else be? The 51% of the parliament majority could legislate decree against the martial law but if the President veto's the anti-martial law decree, the decree it won't apply, therefore it could not stop the martial law. And the martial law is needed to approve the strong budget for the military and the increase of the number of soldiers because few hundred thousand soldiers could not stop the few millions of North Korean communist soldiers from invading. Haven't you learn from what is going on in Ukraine which has less soldiers than Russia and keep loosing land ? ? ?
