BBC Timewatch on Hirohito analyzed this. Hirohito did approve the invasion of Manchuria, the attack of Pearl Harbor, and spoke to the soldiers during WW2. But he, being an Emperor, was totally isolated from the reality. The military ruling class gave impartial informations, which led to his approvals. For example, when it was the Japanese soldiers themselves who in reality provoked the Marco Polo Bridge incident in Manchuria, the military only informed Hirohito partially about it. Thus Hirohito, unaware of the fact, approved the invasion of Manchuria. He was also the one who appointed Hideki Tojo, just because Tojo presented himself as a man who was loyal to the Emperor.
