  15. France's attitude was normal, because the vast majority of war and destruction in WW1's western front happened on French territory, thus France wanted to make Germany pay. German territory wasn't affected much by fighting on the western front.

  27. American economy was already recovering albeit slowly after 1935, thus it didn't necessarily need a war to grow. Yes, the war dramatically accelerated the economic growth, but there is no clear evidence to suggest that Roosevelt wanted a war to strengthen US economy.
