  1. 16:26 "Fudging the numbers". After WW2 the British government had a basket of commodities the price of which was used as a measure of inflation. At a time of fairly rapidly rising prices, I noticed that the price of candles stayed the same until candles were, weight for weight, cheaper than coal! The price of candles was subsidized to achieve this. The point, I finally worked out, was, that hardly anyone used candles for lighting any longer, so the subsidy cost very little, but it reduced the "cost of living" considerably and with it, the increase in e.g. pensions.
