  1. 4:00 There is no need to postulate any such agreement between the Russians and the US. You told us yourself, not long ago, that the Russians called in the British and French ambassadors to Moscow, and told them, very forcefully, that if they found that the Ukrainians were hitting targets in pre 1991 Russia with British or French missiles, they would take it as justification for hitting British and French military targets anywhere in the World. I imagine that the US took this to be equally applicable to US arms. (They had no ambassador in Moscow at the time.)
