  3. It does seem unfair. But to be honest, I don’t have a single friend who has left the country in the past 3 years. (And I have a pretty wide circle.) People do make plans, hoping that the pandemic will ‘calm down’, and then end up cancelling them, when it doesn’t. (That said, I do feel that Japan’s border restrictions are a bit tighter than they need to be right now.)
