Material recovery seems like something that can be effectively pushed back for a while. If the battery is decommissioned it can merely be disassembled into cells, and then those cells tested, matched and reused. Combined with a reduced charge termination voltage, and thus effectively reduced capacity, as well as reduced charge current and reduced discharge current, so reduced thermal stress, they can last another 2 decades after they have had a decade of relatively heavy use. A perfect use for that would be combined with intermittent renewable energy sources (solar, wind) to buffer them and reduce reliance on coal and fossil. This solves two pressing needs simultaneously very cheaply. The moderate capacity of recycling that shall be reached soon or might be reached now can be sufficient to catch just the more heavily decayed cells that cannot be reused. @effexon well recovery is going to happen, if it's economically viable at all, you can't even stop it. But you can direct it towards a sensible and responsible use. The problem with counterfeit ICs isn't limited to salvaged ones. The bulk of manipulated components are just a different product with a similar pinout that have been made to look like a product that's worth a lot more. Those either don't work at all or often don't hit even close to spec.
