  1. The root causes starts within the family. It's the lack of core values that's not being taught. No sense of community, I no you're gonna be butt hurt about this but there's a lack of faith as well. You start within the family. To take care of the current problem you need to enforcement. You need real programs with incentives to improve. You make them work for the benefits they're already receiving as well. No more hand outs. Cut everyone off and to they need to reapply for benefits. These people aren't JUST homeless. They know they're suppose to throw their trash away. They know they're not suppose to shit in the street.
