@babayaga5708 no, "he" (you mean Russia) cannot. Doing so would mean to sacrifice the entire nation of whicher president decides to do this, as Russia has 4200 ICBM Nukes that would obliterate France, or the UK, or America should any of the 3 choose to go that route, and so none will choose that. The 2,000 short range tactical nukes only leave a radiation fallout radius of 10-20 miles, after a 1 mile blast radius which would likely target Ukrainian military bases. It's not life threatening to civillian populations.

@chourtout the Donbas was Russia until the 1920s...and was again Russia until 1990......Ukraine lost all credibility when they armed Azov Nazis to do their dirty work on them separatists when they failed.

@jeanpaultongeren125 again, the UK, nor France, nor the US will sacrifice an entire nation, for non allies, over mini Nukes. Russia has 4200 ICBMs pointed at everyone, 1,500 pointed at America. We already said our response would be troops in Ukraine & navy in the Black Sea, no mention of nuclear retaliation.
