  1. Of course they will. They will even use them well before their entire military is depleted, wouldn't you? America & Russia will never exchange them, it would mean the end of both countries. Is UK & France willing to sacrifice all of Europe, just to strike with 200 ICBMs each? Russia would survive that. Tacticals only leave a 20 Miles fallout radius. Hitting military bases in west Ukraine would be a huge blow to Ukraine, and nobody would do anything about it
