  1. The 2nd Amendment was already suspended in certain jurisdictions, eg. New York City. It's a felony to possess a gun in NYC without a permit, which they only issue to the well connected and powerful. I think this is also true of Chicago and D.C. N.Y. state is also unconstitutionally restrictive. There's a long permit process just to own a pistol.
