  2. Germany had technological superiority in a few limited areas, but so did the Anglo-Americans. Russia did not and Italy and Japan were comparatively backward, technologically speaking even here there are some asymmetries Japanese torpedoes were best in the world, aircraft though unarmored were as a consequence more maneuverable with greater range. Japan also led in amphibious tanks. Japan's force structure, like most of the contending powers, was optimized to its industrial base.
