  5. Yes, it should. Running a ministry or the entire government in a state or at the Centre is a different ball game but you are right admn. experience of a Mayor can't be discounted.

  6. Sorry for creating this confusion. I couldn't structure my presentation properly. Let me try to sum up: Modi and Shah are trying to promote younger leaders and, in the process, selecting many CMs who are first-term MLAs or have no administrative experience. Jury is out on these experiments. In some cases, it has worked. For instance, Fadnavis, who was never a minister in the state or the Centre, governed well and has emerged as a leader. Rupani led the party to victory in 2017. (1st term MLA) Khattar, even with the BJP's reduced tally, managed to retain power. But the last word on it is yet to be said because six of the CMs picked up by them will be facing an electoral test next year- Adityanath, Sawant, Dhami, Patel, Jairam and Biren Singh. Four of them had no admn. experience when they were chosen as CM. So, I am welcoming the promotion of younger leaders but I am not saying a final word on the success or failure of Modi-Shah's experiments YET.

It makes me feel like a newsreader and not someone who is having a dialogue with an enlightened group of people. I am conscious of the fact that I need to structure my presentation. Work in progress.

  21. Oh, I must take the blame for creating this confusion. I was looking at first-term MLAs-CMs and those without administrative experience separately. Couldn't put my point across, obviously. Yes, you are absolutely correct about their ministerial experiences. Only that when I was discounting Fadnavis' stint as a Mayor, it was because I was talking about administrative experience in the government in the state or at the Centre. He was certainly not a novice when it comes to administration.

  23. My answer to both questions is 'yes'. Just to add to the first one, the old strategy wasn't bad logically but the idea has to be translated into action and disseminated adequately for the non-dominant groups to feel the difference. Of course, it shouldn't be done in a way that a dominant community, say Jats in Haryana, starts feeling alienated or discriminated.

The idea is to present different aspects of a story as I am given to understand by the characters involved.
