  1. Before doing any large project, there should be a national pricing committee consisting of a few people with common sense and calculators. Work out the man hours and materials, then add 20% to allow a firm to profit, work that cost out and tell firms what you are going to pay. It would be better than just saying yes to anyone with a random high number.
