The problem is that Congress became a FRANKENSTEIN monster because it kept taking more and more and more power from the CONSTITUTIONAL GOV. which is NOT FOR the GOV or BY the GOV or FOR ITSELF. It is BY THE PEOPLE and FOR the PEOPLE. But you can't have that conversation because youd have to close your Institute because the donations would dry up.
