  4. in the 80s Supreme Court ruled that what a PRESIDENT does with classified DOCs can determine whether or not they are classified or not. Most documents that are really classified not even a PRESIDENT gets his hands on which is part of the PROBLEM, FAKE JEFF. The classification of docs a President can change just in how the President handles the documents. The ruling in the 80s suggests that by removing them they became unclassified. The Court ruled the HANDLING of these docs by a President can determine the nature of their classification.
