No, only Japan. By the way, reparation is a money paid for illegal actions and compensation is one for damages. There were international law nor regime to prohibit colonization in 18 and 19th century, so compensation would be the money to be paid for the damage caused by colonization.

S Korea agreed that the issue of comfort women was finally and irreversibly settled and agreed to remove the comfort women statue in front of Japanese embassy. The statue is illegal against Vienna Convention to protect safety and dignity of embassy. S Korea, however, disassembled the fund made by the compensation and builds more statues. You think S Korea can break law, international agreement and rule because of Japanese past mistakes? Shame on you.

As Duterte mentioned, the statue of comfort women became a symbol of anti-Japanese hate expression and many scams are involved in S Korea. It was a right decision to replace it with goddess of justice.

That's 100% correct. S Korea government took the money from Japan in 1965 and spend it on infrastructure and heavy industry. They hid the money and did not pay it to the victims. S Korea received about 8 million USD from Japan in 2015 to establish a fund to help the victims but they again took the money and did not pay most of it. History repeats unless you accept your mistakes.
