@stevensanto5934 The Budapest memorandum was signed in 1994. Do you specialize in asking idiotic questions? Russia first violated it in 2013 after Yanukovich tried to sign the EU association agreement and Russia embargoed Ukraine. Furthermore it wasn't a coup, it was protests, it was the same government in charge after Yanukovich fled as before. He did that on his own accord, the protests were for elections to be called not for him to run away.
