Prior to Russia's invasion in 2014 only around 10% of Ukrainians wanted to join, the state was unwilling and unable to make the necessary reforms needed to join and several members of the alliance were opposed to the idea. Ukraine's chances of joining was effectively zero. Russia invaded in spite of Ukraine's neutrality. Moreover Ukraine is a sovereign state, recognized by every country on earth, including Russia. What organization they might join is nobody's business but them. At one point Putin shared the same opinion. "I am absolutely convinced that Ukraine will not shy away from the processes of expanding interaction with NATO and the Western allies as a whole. Ukraine has its own relations with NATO; there is the Ukraine-NATO Council. At the end of the day the decision on Ukraine joining NATO is to be made by NATO and Ukraine. It is a matter for those two partners.”

@throughput6674 Nope, per Russian state statistics service Rosstat, 22.6% of Russians do not have indoor plumbing. In rural Russia, almost 2/3rd's have no access to indoor toilets, 48.1% use outhouses and 18.4% do not have a sewage system.
