Strictly from a Japanese perspective, it's no surprise that it would appear to be a stereotypical, racist kind of ad.
However, if you cannot understand German nor familiar with German culture, you wouldn't really have have a full understand of the ad and the intention.
You'd be going by face value.
In that regard, it'd be unfair for a Japanese person to assume that this is intentionally a racist ad.
With that said, I think that companies should be more culturally aware of how their ads might be perceived by someone from another nation. Granted, in this case, this is probably not something anyone in Japan would see on TV so clearly the intended market is for Germany.
Anyway, this isn't really worth all the attention and anger it's been getting. There are more actual racist and stereotypical issues that people encounter in-person everyday. People should focus more effort and attention to those issues and not worry about an ad that is very likely to be misinterpreted by the Japanese people.
Also, I've heard about the used panty vending machines and stores in Japan. It's unique to say the least and it's not something that I would associate as being representative of Japan; more of a niche sub-culture in Japan that is into things of that nature.
