  1. I believe the carrot versus a stick approach is most effective. However, human nature is such that a request to volunteer to do something is often ignored, especially when it's monetarily and/or politically expensive to do it.. The world can't afford this gross negligence; therefore, countries must grow a political spine and sue Big Oil for loss and damage-- NOW!
