Actually some rails come up your mid stomach. To be honest, go look up the names James Michael Grimes , Nathan Skokan, Samantha Broberg. Just to name a few. All were on a cruise ship. I had to do a research because I remembered these incidents. Broberg climbed up and sat on a deck railing and subsequently fell backwards into the water. Nathan Skokan went over the railing by slipping. James Michael Grimes actually went overboard too. He was trending water for 20 hours! He was found alive though. My point is....people can go over. Not every rail is set up very high. Some are and some aren't. These people I mentioned I just want to say that they accidentally went over. They were all intoxicated though which doesn't help. No one should sit on a railing like Broberg did. There is always that possibility you may slip.

Nathan Skokan went overboard. He wasn't pushed. Never found though. James Michael Grimes went overboard as well,but survived. James wasn't pushed....Both of them were intoxicated.

@ Sure they are relevant. I ask you to PLEASE go look up the names I mentioned. I have been on many cruises too. Probably more than you.

@ in the people cases that I mentioned, yes they caused themselves to go over. That lady sitting on the rail. Lost her balance...and went into the water.
