I also still don't understand Sam's passing over of the corporately influenced redefinition of the threshold criteria for what a Pandemic is as if it's irrelevant that the new criteria if retroactively applied would have seen dozens of illness spreads and death tolls in the past few decades that no one at the time raised much of an eyebrow at as Pandemics. I'd have less of an issue if things like this were addressed, even if Sam concluded for some reason that all the previous ones should have resulted in lockdown etc. Makes little sense otherwise.
