  2. No. They are saying that the payments did not amount to a campaign finance violation. They are also saying that the underlying charge is only relevant to NY state elections, not federal elections. In addition, the charge of falsifying business records is a misdemeanor for which the statute of limitations has expired. And finally, the FEC already looked at these claims and decided there was no evidence of a crime. Did that clear it up for you?
