The president is the publicly elected, and the Constitution gives ALL the power of the executive branch to him, so the president has both the power and discretion to declassify whatever he wishes. He doesn't need an unelected subordinate's permission to declassify a document. You are arguing that unelected bureaucrats have more power than the elected president. Can you tell your boss what to do? Since he hasn't been to the White House since Installation Day, January 20, 2021 how did he take the documents afterwards? Any documents that were generated during his presidency are his to declassify. These are the basics of "classified" documents, which have applied to every president, but, of course, with Trump it's a "crime" only when he does it.
