That's correct. An apology can have serious legal ramifications.

@avae5343 Indeed. An apology is an acceptance of responsibility and thus liability. The fact is, slavery wasn't illegal at the time and to encourage retrospective criminalisation or civil liability where there was none prior, is a very dangerous precedent to set. No to the apology.
