  2. ratonL i think that in order for socialism to have a chance of working, a country needs to first already be a wealthy country with plenty of currency floating around and secondly be homogenous.  thirdly, the smaller the population, the better it is for the country.  south american countries are really neither.  you have your natives and you have the ones who are a mix of spaniard and other european ethniciities mixed in with the native population.  south american countries are poor too and so there isn't enough currency floating around to get them started.  that's why venezuela and bolivia are having so much trouble trying to get socialism to work.  venezuela had more of a middle-class then bolivia had but they were also much larger and weren't rich enough.  bolivia is smaller but they were also poorer when they tried the experiment out.  another problem is that the native indians made up the poorest in both nations.  they are also the least educated which means that their job opportunities are going to be a lot slimmer than the ones with an education.  in other words, even under socialism, you are still going to have people working in dangerous conditions in these mines and working in other dangerous conditions for food and shelter.  maybe they will be given the chance to not have to pay a fee to go to school if they can find the time to go to school but that isn't going to happen if they have to work in mines and they will have access to free medical care although socialism isn't going to automatically lead to better quality of health care.  not a lot has really improved for the poor people in bolivia.  in venezuela, they keep on running out of supplies and are having a problem with massive inflation.  the massive inflation was caused by the fact that they didn't have enough currency floating around their country when they started their experiment.  i'm not sure if these experiments are going to be able to hold out for very much longer.  it's sad really because things obviously sucked under the old system too.  i guess the best idea would be international laws strictly monitored by straight arrows who don't take bribes and even that sounds hard to accomplish.
