I agree that the absence of consequences does provide an incentive for bad behavior. But I don't agree that people in San Francisco are more fearful than everywhere else. It seems like everyone in Japan is wearing a mask and do so at the drop of a hat. As you were walking and doing your video a significant number of people photographed in the periphery of your video while outside were not wearing masks including the people working to recall Gov. Newsom. I did wonder as I was watching this video why you don't move out of San Francisco if your wife is so uncomfortable there? If I was that uncomfortable somewhere I'd certainly move. People are still moving despite Covid.
