  1. (The ads in the front are jarring. Not ads per se but the sound and the, camera angle, etc. etc. I doubt that the advertising company is making any friends with the poorly designed ads.) Having got that out of the way, the issue at hand is not so much whether state governments can give subsidies, but how transparently the subsidies are being accounted for on the state balance sheets. Right now they are being swept under the carpet, and will create a stink at some point.
