This is the problem with parroting talking points from another culture without really thinking it through.

We all run the developmental programs put into us. If there is nothing in the Indian education system that asks her young people, when their minds are being formed, to thoughtfully consider the society around them, you cannot expect them to grow up and magically run a different program when it is time to participate in the society as adults. To paraphrase someone, India's education system airdrops her young men and women into a different time zone by the time they are out of it, and therein lies the disconnect. It is not the knowledge, but the context in which the knowledge is presented to them.

Businesses by definition cannot survive without making a profit. While encouraging the growth of other areas of the economy, perhaps the government can de-risk selective new products that serve the very low income people by guaranteeing sales, at least until a new market gets established. I am not an expert, but this seems like the idea behind Shri Bill Gates's vaccine initiative, where he promised to buy up the vaccines, a low profit business that served mostly low income countries (pre-COVID that is), if companies made them.
