  1. Ms. Rao seems to suggest 1) europe should come together to boost arms to Ukraine and give it a decisive win 2) the global south should rejoice in such a prospect. While it is clear that negotiations in Ukraine would be a cause for celebration across the world, it is somewhat confusing how an Ukraine win will promote freedom of navigation in the Red Sea half a world across. Ms. Rao seems to suggest that preserving the ‘Western’ liberal order, a euphemism for ‘Western’ hegemony, is in the interests of the global South. Not a very convincing or cohesive thesis for a Covid-wizened global South.
