  2. I don't think India believes in a 'sphere of influence'. As a good neighbor, India must build many more soft bridges to other South Asian countries through people-to-people connections. Travel, cultural exchange, educational exchanges + learn and teach languages + make the COVID video conferencing that Shri Modi did a few weeks ago routine and not a special event, the same way Europe and America routinely engage with each other without much fanfare. Bonus is that even in normal circs. you don't have to cross an ocean to go visit.
