Might ICMR or the relevant national agency adapt the planning aspects of the Bhilwara model to create an enduring, concrete, national model for all disease surveillance (not just response) across India? teams, surveys, analysis, and overall management. The obligatory chain of communication should start at the RMP level in the villages.

  2. More generally, I think India is so vast and diverse that bench marking best practices across the nation can quickly improve processes in many fields, not just disease management.
