  1. The roots of the problem can't be localized as tidily in time. They lie in vote bank politics invented by 'you know who', and the engendered bad blood which is paying rich interest. No matter, CAA was poor naming. It should have been called the "Persecuted minorities from neighboring countries naturalization act" or "Keeping promises made in 1948 act".
