I suggest putting some thought into understanding where the bottlenecks were as there is a wealth of fresh data from the crisis to know what worked and what gummed things up in delivery of services. Talk to not just the MBAs, but also to vendors, transporters, haulers, health workers etc. to think how small investments and clever engineering can smoothen workflow AND dramatically increase economic throughput. This is the time for the creative people of the country with design degrees to look at daily transactions around them with fresh eyes to see where value can be added. It may not necessarily mean a big big paycheck for them, but it could be deeply satisfying work and transform the lives of others.

It is a little clearer now why Shri Ambani struck the deal. Non-discretionaries will be one place where people will continue to spend and time is of the essence to reach out to those consumers, with Amazon at their heels. Hope this will be a significant source of employment to the kiranas and delivery people.

I feel that assuming that people can go out to work, the government could convert the presumed spending to grow India's fixed assets by employing rural labor in massive infrastructure projects (roads, container handling facilities, communication networks, SEZs, granaries, food processing facilities, vegetable wholesale markets), AND tree planting. This could be a good time to tackle India's perennial infrastructure shortfall while providing jobs to semi-skilled and unskilled labor. The crisis might make it easier to muster the political will and support. Plan with a 360 future vision (e.g. provide for fiber optic cables while building roads, etc.). Look into the future and announce tenders so that entrepreneurs can come up with home grown technologies that will find a guaranteed market - this is true in high-tech and biotech as well.
