  1. What is the economic cost of training someone like Abhijit Banerjee only to lose them to the Harvards of the world? It was an acceptable cost in the era of Har Gobind Khorana (1960s) when India was still building its teaching institutions, but not in the 21st century when research should be flourishing. Rather than offer niggardly praise when grace was called for, Indian ministers should focus on what is lacking in growing Indian Universities and research centers as places of unbounded intellectual pursuit. That is a robust long term basis for economic growth.
