Perhaps under Shri Doval and in coordination with the PMO, could India set up a small group (5 - 30) of very smart mathematical modelers whose only job is to constantly ask what if questions and perform scenario analysis? In hindsight, if someone had asked who are ALL the people that will be affected by the lockdown and how will they react, the problem might have been caught before it began. Of course, they will need pipelines to early data on what is happening at town and district level, and to new policy initiatives. They should also be tasked with growing a library of such analyses for future reference.
