  1. The Indian government should set up a system for institutionalizing hard-won knowledge from such crises so that society get stronger with each experience. One practical meaning of this idea is perhaps setting up a searchable web knowledge database (i.e. NOT a bunch of pdfs or paper scans!) with standardised means of entering statistical data as well as prose summaries of what worked and what did not. This should be accessible to the state governments and have a role-based access and auditing for each functionality.
