The RN never had enough money to buy as many ships as they needed for the missions assigned. so they tried to economize. Look at the York and Exeter, armed with six 8-inch guns to get a cheaper version of the eight gunned County classes. The theory was that they would be heavily armed enough to kill any raider - warship or AMC - which was seen as armed with 6 inch guns. A High-Low mix can make sense and be successful, PROVIDED you don't send a low end vessel to do a high end mission. Exeter was used properly at River Platte, but had no business at Java Sea.

@simonrook5743 In a nice piece of disinfomation the British hinted the Invincibles would be "just" all 9.2 inch gunned vessels - miniature dreadnoughts. This was aided by the official description of the Invincible class as "Dreadnought Armored Cruisers"". So, since the KM thought its 8.2 inch was equal to 9.2 inch, Blucher was designed as an all 8.2 inch gun Armored Cruiser. The Germans were in for one heck of a surprise and slunk away muttering about "Perfidious Albion". They had forgotten the most important lesson about the British - they only LOOK stupid.
