Just to add to the question about the polish navy, their navy actually had an expansion program that wasn't completed due to the German invasion, this included 2 cruisers and 12 destroyers, which would have been another added problem for Whoever attacked too contend with.

One point that you got wrong is you said that the Royal Navy made similar lined ships to the 6 American frigates this isn't true, when the Royal Navy captured Chessapeake and President, they were quite critical of their poor speed, and outdated design. The royal navy did start/already had a large number of heavy frigates but that was because that's the way the entire worlds frigates were heading and not an American specific innovation.
