Also, you are wrong. There are very strict controls on who may leave China and for what reason. A citizen has to apply for an exit visa from the government and they have to approve the reason for leaving. Generally your reason for leaving has to be somehow beneficial to promoting China (you will bring some useful information back when you come).

Beijing rejected support to Evergrande because they do not have the money to do it. There is no way the CCP would let a million Chinese citizens lose their new home investments if they could prevent it.
